PREPARATION RESOURCE PLANS
Resource planning is a core component of project management, especially in turnkey projects where the contractor is responsible for delivering the project in a ready-to-use state. A Resource Plan identifies, organizes, allocates, and schedules all necessary resources—such as manpower, materials, equipment, time, and budget—to ensure timely and cost-effective project completion.
Proper resource planning ensures that:
-
All essential inputs are available when needed
-
There is no under- or over-utilization of resources
-
Costs are controlled and aligned with budgets
-
Project milestones and deadlines are achievable
Preparation of Resource Plans
The preparation of resource plans is a critical phase in project management and execution, especially in complex projects such as turnkey projects, infrastructure development, IT implementation, or industrial manufacturing. A Resource Plan is a structured document that outlines what resources (human, material, financial, equipment, and time) are needed, when they are required, and how they will be managed and allocated throughout the lifecycle of a project.
The aim of resource planning is to ensure that all required inputs are available and optimally utilized without causing bottlenecks, delays, or cost overruns.
Identification of required resources for all project tasks and deliverables
Allocation and scheduling of resources to avoid conflicts and downtime
Schedule and Allocate Resources
Assign resources to specific tasks using tools such as:
Resource Allocation Matrix
Responsibility Assignment Matrix (e.g., RACI chart)
Ensure:
No resource is overbooked
Critical resources are available when needed
Integrate with project timeline (Gantt chart, CPM)
Identify Risks and Constraints
Conduct Resource Risk Analysis
Identify potential:
Resource shortages or delivery delays
Cost escalation
Equipment breakdown
Develop mitigation plans:
Alternate suppliers
Cross-training staff
Backup equipment
